01 · The idea

Every figure the government holds was produced by the system that did the paying.

Which means it can only confirm itself. A disbursement file records that a transfer went out. It has no way of knowing whether the transfer arrived, and no department has ever been asked to find out. That second number is what this console produces.

How to read every figure on this console. LOCKED means the logic is fixed and will not change when live data arrives. MODELLED means the shape is right and the number is illustrative. NEEDS DATA means the field is empty until a department supplies a record.
